UCTPF Organizes U.S. Congressional Staff Delegation to Beijing and Shenzhen to View Reform and Opening up

At the invitation of Chinese People’s Institute of Foreign Affairs, William Kelsey Van Horne, legislative counsel of Democratic Senator Ben Cardin, led a delegation of twelve congressional staff on a visit to China from October 6th to October 14th, 2019. This trip aims at bringing an all-round understanding of China’s Reform and Opening Up Policy to the delegation. During their stay in China, they visited a number of government bodies, institutions and cultural sites, where they carried out in-depth exchanges on Reform and Opening Up Policy, US-China relations, international and regional issues of common concern with their Chinese counterparts for a better US-China relation.

U.S. Congressional Staff Visits China Institute for International Strategic Studies 

On the afternoon of October 8th, the delegation visited the China Institute for International Strategic Studies(CIISS), where they had a candid discussion with experts and scholars on issues of common concern. The delegation was warmly received by Gong Xianfu, Vice President of CIISS. The two sides exchanged views on network security, scientific and technological cooperation and anti-terrorism cooperation. Both sides agreed that the seminar is of great help to enhance the policy understanding between the U.S. and China and were looking forward to more communications in the future.

U.S. Congressional Staff Visits Shenzhen Museum of Contemporary Art

The delegation paid a special visit to the Shenzhen Museum of Contemporary Art to see the exhibition of the 40th Anniversary of Reform and Opening in GuangdongProvince on October 9th. The pictures and videos on display enabled the delegates to fully understand the transformation of Shenzhen from a fishing village to an international metropolisin the 40 years of reform and opening up. And the rich collection and the sense of science and technology of the Museum left a deep impression on the delegates.

U.S. Congressional Staff Meets Shenzhen Officials

On the afternoon of October 9th, the delegation met with Qian Jiajun,Deputy Director of the Shenzhen Foreign Affairs Office. Mr. Qian introduced the development history of Shenzhen, which benefits a lot from Reform and Opening Policy, to the delegates. The two sides have an in-depth discussion on the achievements and experience of the 40 years of Shenzhen's reform and opening. The delegates indicated that the whole world marvels at the earth-shaking changes in Shenzhen.

U.S. Congressional Staff Visits Shenzhen Stock Exchange 

On the morning of October 10th, the delegation made a trip to the Shenzhen Stock Exchange, which was approved by the State Council as a national securities trading venue and began its operation in December 1990. During their conversations with staff of Shenzhen Stock Exchange, the delegates gained a deeper understanding of its development history and further understood the important role the capital market played in the process of China’s reform and opening up and modernization drive.

U.S. Congressional Staff Visits China Development Institute


The delegation went to the China (Shenzhen) Development Institute (CDI) to attend a seminar on October 10th. Jointly founded in 1989 by 116 government officials, economists and entrepreneurs, CDI develops policy solutions on open economy and innovation-driven development, regional economy and regional development, industrial policies and industrial development, urbanization and urban development, and business strategies and investment decision-making. Both sides shared views on the economic and social development of Shenzhen.

 On the afternoon of October 10th, the delegation went to BYD Co., Ltd, where they gained a deeper understanding of its automotive, new energy vehicles and IT industries. The Delegates showed great interest in BYD's new energy vehicles and solar power plants.

On the afternoon of October 10th, the delegation went for a long-anticipated visit to Huawei Technologies Co., Ltd, where they had an in-depth discussion on the future development of 5G technology, intellectual property protection, network security, and the development of private enterprises in China. This Huawei trip gave delegates a deeper understanding of Huawei's development strategy and corporate culture.

UCTPF Delegation dined with USCPF

On the evening of April 28th 2017, UCTPF delegation dined with the members of the US-China Policy Foundation (USCPF).  Both Foundations discussed ways of cooperation to promote the development of US-China relations.

During the dinner, UCTPF Vice Chairman Liu Zhiwei presented USCPF Chairman Wang Chi with a calligraphy works of “Lao Ji Fu Li” (translated as “aspirations and dreams defy time and age”).

On October 11th, the delegation went to Shenzhen University where they had a cordial conversation with the professors and students on US-China academic exchanges and student exchange programs. The delightful conversation not only promoted the delegation’s understanding of China’s education system, but also benefited the Chinese students who participated in the event.

U.S. Congressional Staff Visits Zinan Village Community and CHS Factory 


On October 11th, the delegation took the high-speed Rail headed to Foshan to visit Zinan Village Community and CHS Factory. As the “Top Ten Well-off Villages in China”, “Civilized Villages in Guangdong” as well as “National Civilized Villages and Towns”, Zinan Village demonstrated itself as a brand-new Chinese village and gave the delegates a new understanding of the poverty alleviation and rural vitalization policy in China. The CHS Factory also presented the delegation of Foshan's energy conservation and new energy industries.

U.S. Congressional Staff Meets with People’s Congress of Foshan City


On the evening of October 11th, the delegates met and attended a banquet held by Liu Shan, deputy director of the Standing Committee of Foshan Municipal People’s Congress. Ms. Liu first introduced Foshan's position as a national historical and cultural city as well as an important node city of the Guangdong-Hong Kong-Macau Greater Bay Area. Both sides exchanged ideas on Foshan's strategic development plan and ways to inherit and carry forward Chinese traditional culture.

U.S. Congressional Staff Visits Foshan Ancestral Temple and Watch Lion Dance Performance

The delegation went to the Foshan Ancestral Temple on the morning of October 12th. The characteristic temple architecture won the delegation’s great admiration and they all believed that the temple deserved its name as the “Oriental Folk Art Palace”. The delegation also watched the lion dance performance, which was regarded as an outstanding Chinese folk art. This enabled the delegates to understand its cultural significance of expelling the evil and praying for blessings.
